What is Campaign Budget Optimization (CBO)?

Campaign Budget Optimization (CBO) is a Meta setting where you define a single daily or lifetime budget at the campaign level, and Meta's algorithm dynamically allocates that budget across your ad sets in real time based on which it predicts will generate the best results. CBO removes the manual process of adjusting individual ad set budgets as performance shifts — the algorithm concentrates spend on whichever ad sets are winning in the auction at any given moment. This makes CBO powerful for scaling proven audiences, but problematic for controlled testing where equal spend distribution is required.

How to Detect Issues with Campaign Budget Optimization

  • One ad set consistently receiving 80–90% of CBO budget while others receive near-zero — the algorithm has found a clear preference and is starving your other ad sets; this is expected behaviour but kills multi-audience testing
  • Learning phase triggering repeatedly after CBO budget changes greater than 20% — even small incremental budget changes can reset learning if they exceed the threshold
  • Using CBO for A/B testing different audiences — CBO's unequal distribution makes it impossible to draw valid conclusions about which audience performs better; ABO is required for controlled tests
  • CBO campaign ROAS declining after adding a new ad set — the addition can disrupt the algorithm's established delivery pattern, triggering a temporary performance dip
